The End of the Phoney War on Terror?

Is the War on Terror over? Not the actual battle to stop terrorism, but the politicization of a police action?

Has even the Bush administration admitted rhetorical defeat? Has even Bush realized that you can't fight a tactic the same way you can fight an ideology, like communism or fascism?

Let's hope so, so we can concentrate on neutering al Qaeda and not on chest thumping, brow beating rhetoric.
